Exactly 20 days after the double earthquake of June 24th, the death toll across the country has climbed to 4,734, with more than 16,740 injured and over 18,000 displaced, solidifying La Guaira state as the region hardest hit by the disaster. In the OPP 26, OPP 27, and OPP 33 housing complexes in Caraballeda, the scene is heartbreaking: faced with the inadequacy of the state response, dozens of civilians and volunteers are removing tons of concrete and chipping away at slabs with hammers, grinders, and their bare hands in a desperate attempt to recover the remains of their loved ones, give them a proper burial, and prevent them from being forgotten. The shortage of heavy machinery and the lack of generators or heavy-duty industrial cranes have led many families to abandon their work due to exhaustion; however, civil resistance groups refuse to leave the collapsed slabs. Testimonies reflect the plight of Venezuelans who have traveled from the interior of the country, such as Rafael, who came from Maturín and has been sleeping outdoors on the ruins for 16 days, waiting to recover the body of his 14-year-old niece, after having already located his sister, brother-in-law, and other relatives. Nationwide, critical infrastructure reports 190 buildings completely collapsed, 850 severely damaged structures, in addition to 38 hospitals, 44 shopping centers, and another 1,645 affected structures, creating a humanitarian emergency that is overwhelming local resources.
