Rafael Marín Mollinedo, former director of Mexico's National Customs Agency, asserted that since assuming his position in February 2025, he implemented a strategy to detect tax evasion schemes involving the irregular importation of fuel. He explained that the investigations led to the seizure of tanker ships, tank trucks, and rail tank cars, as well as complaints filed with the Attorney General's Office. The former official stated that the company Ingemar was identified during customs inspections and that all the information was turned over to the Attorney General's Office, which subsequently conducted the investigation that now implicates former governor Ernesto Ruffo Appel. He also acknowledged the existence of colluding customs agents and indicated that several were arrested or had their licenses revoked.
