Chechnya could once again become a problem for Putin just as Russia is consumed by the conflict in Ukraine. After the Chechen wars of the 1990s and 2000s, Moscow regained control of Grozny and built stability in the region through its alliance with the Kadyrov family. Today, however, that system appears more fragile, partly because Chechen power depends on the personal relationship between Putin and Ramzan Kadyrov. Chechnya's history is central to understanding Putin's power. After the collapse of the USSR, Chechnya attempted to secede from Russia. There were two Chechen wars: the liberation of Grozny by separatists in 1996, the invasion of Dagestan in 1999, and then the return of Russian troops, who in the second Chechen war retook Grozny and reestablished Moscow's control. This is where the Kadyrov system was born, with Akhmad Kadyrov switching from the separatist to the pro-Russian side, and Ramzan Kadyrov gradually establishing himself as the strongman of the new Chechnya. The problem today is that Chechnya's stability does not depend on solid institutions, but on a very delicate personal balance. Kadyrov has built a regime based on loyalty, security apparatuses, and the cult of the leader.
