Lukashenko's Belarus could become a serious problem for Vladimir Putin. After allowing Russia to use Belarusian territory to attack Ukraine in 2022, Minsk today appears much more cautious and increasingly unwilling to be drawn into the war. Lukashenko remains an ally of the Kremlin, but his language has changed; he speaks of compromise, peace, and the need to avoid an escalation that could directly affect Belarus. Behind this change in tone lies not a democratic or pro-Western shift, but a calculation of political survival. If Russia weakens, if the war widens, or if Belarus becomes a stable target for the Ukrainians, Lukashenko's regime also risks paying a very high price. For this reason, Minsk may begin to slowly distance itself from Moscow, not out of ideology but out of fear. Putin needs Belarus to maintain pressure on Ukraine and NATO, but at the same time, Russia finds it more useful to have a friendly territory to serve as a rear base and pressure platform, rather than turning it into a new front exposed to Ukrainian drones and strikes.
