Reevaluation | Hearing of Judge Ion Bulhac from the Central Court of Appeal

Judge Ion Bulhac of the Central Court of Appeal was heard by the Judicial Vetting Commission as part of the re-evaluation procedure ordered by the Superior Council of Magistracy (SCM). The re-evaluation focused on the issues identified by the SCM in its decision rejecting the initial evaluation report. The hearing addressed matters related to ethical integrity, specifically the judge’s involvement in several cases examined by the European Court of Human Rights (ECtHR). These issues were discussed in a closed session, as the ECtHR cases had been grouped according to the relevant articles of the Convention, and some of the underlying domestic proceedings remain pending. This portion of the hearing is therefore not included in the public recording. Following the hearing, the Panel will adopt a report setting out its relevant findings, reasoning, and recommendation as to whether the judge should pass or fail the re-evaluation.
