Before Blaming Washington, Can New Jersey Fix Its Own Medicaid Problems?
Assemblyman Michael Inganamort challenged Human Services Commissioner Dr. Stephen Cha during an Assembly Budget Committee hearing May 4 over Medicaid administration, government transparency, and New Jersey's readiness for upcoming federal healthcare changes. The exchange began with questions about the state's $147.3 million Rural Health Transformation grant and how millions of federal dollars will be distributed across New Jersey. Inganamort pressed the department to provide greater transparency, including financial reporting and accountability measures to ensure taxpayer-funded grants are spent as intended. The discussion then shifted to Medicaid administration, where Inganamort pointed to state performance metrics showing New Jersey has struggled for years with eligibility processing, paperwork delays, and automatic renewals. While administration officials warned that new federal requirements could create additional challenges, Inganamort argued that many of those problems already exist within New Jersey's current system. "We've been struggling with paperwork for years now," Inganamort said, questioning whether the state should focus more attention on fixing its own administrative shortcomings before blaming future federal requirements. Department officials acknowledged that improvements are needed and described ongoing efforts to modernize eligibility systems, improve county performance, upgrade aging technology, and increase the use of automated verification systems. They also committed to publishing additional county performance metrics and accountability measures in the future. The exchange concluded with questions about assisted living reimbursement rates and whether the governor's proposed budget complies with existing state law governing payments for low-income seniors receiving assisted living services.
