Poor Combat Performance of Waffen SS & NKVD Divisions? #WW2

My Patron, Bigman Foamy, asked - I've heard that German SS & NKVD were certainly more "fanatical" in attack or defense than their Heer and Red Army counterparts, but suffered significantly higher casualties and were maligned for poor performance.
