On July 12, the United States, the Philippines, Japan, and 11 other countries issued a joint statement marking the 10th anniversary of the so-called South China Sea arbitration. China's position, however, remains unchanged – the so-called award is illegal, null and void, and has no binding force. Yet beyond the political rhetoric lies another story.
