It is believed that the derailment was caused by the train traveling on the damaged rails. The rails appear to have broken when the freight train passed over them, and the Japan Transport Safety Board (JJ) pointed out the following as the cause: (JJ) "The rail breakage is thought to be due to severe corrosion of the rail's wall and bottom, which significantly reduced its strength." Why were the rails so severely corroded? This level crossing was regularly used by vehicles belonging to fishing-related workers. At that time, seawater was seen spilling onto the tracks from the cargo beds. The JJ pointed out that the salt in this seawater may have accelerated the corrosion. (JJ) "This accident is thought to be due to the fact that, although rail inspections were conducted, the condition of the rails, such as corrosion, was not adequately understood, resulting in the rails being damaged and missing." After the accident, JR Hokkaido implemented measures to prevent recurrence, such as changing its rail inspection methods.
