VALDECASAS: What Putin Really Wants Before Reaching a Ceasefire with Ukraine Geopolitical tension continues, with a potential peace chasm for Ukraine looming after Russian President Putin's proposal to sit down and negotiate with Zelensky in Turkey. "This isn't a change; Putin is still where he was. He wants negotiations, not a 30-day ceasefire," explained Ignacio García Valdecasas, Spain's retired ambassador. Putin proposes resuming the Istanbul negotiations, which were halted in 2022 due to NATO intervention. "NATO is responsible for the ongoing war," he said, "but Ukraine cannot achieve what it was able to achieve in Istanbul." Valdecasas explained the timeline of events leading up to the peace talks. Putin moved to prevent the Europeans from imposing sanctions on Russia, following the European announcement. Ukraine, as expected, agreed, but only with a prior ceasefire. And Trump intervenes, insisting that Zelensky accept the negotiating table immediately, and the Ukrainian leader agrees after learning that he cannot confront Trump. "Putin doesn't want a circus; he wants negotiations to end the war in Ukraine." The Russian leader has once again overruled the Europeans, setting aside his ceasefire condition, and has overruled Kellogg, the US special envoy for peace, and Zelensky. But now Putin's actions are becoming predictable. "Pure posturing to begin negotiations from a position of superiority." It's unclear whether Putin will go to Turkey or send Lavrov. Putin will not accept the Istanbul agreements; he will do everything possible to avoid confronting Trump. "I don't think he'll succeed." And on the military front, the situation is favorable for the Russian army. "Trump is offering Europe a handout," but Putin will not allow Europe to sit at the peace negotiating table. He might allow the US, but he wants direct negotiations with Ukraine.
