The first act is institutional. Faced with the refusal of the reformist majority's members of parliament to consult the people, the Head of State has urgently referred the matter to the Constitutional Council. This move has paralyzed the parliamentary calendar and is forcing the "Wise Men" to resolve the most serious legitimacy crisis of the young Faye presidency. For Ousmane Sonko's lieutenants, the die is cast: they openly accuse the President of reneging on his commitments. But it is the second act, eminently political, that marks the point of no return in July 2026: Bassirou Diomaye Faye has officially announced the upcoming creation of his own political party. By deciding to build his own apparatus, the President is freeing himself from the tutelage of PASTEF, rejecting the status of a head of state without troops, and effectively declaring an open war of influence against his former Prime Minister. So, is the referral to the Constitutional Council a legal shield or an admission of weakness? Is the announcement of this new presidential party a masterstroke or political suicide in the face of Sonko's activist machine? Is Senegal hurtling towards a total paralysis of its institutions?
