While the law organizing the referendum is still awaiting promulgation, President Félix Tshisekedi's camp is ramping up its efforts to promote a popular consultation. Gigantic billboards have appeared throughout the capital, launching a vast communications campaign to sway public opinion. For those in power, the goal is to allow the Congolese people to have their say on the evolution of the institutions. But for the opposition, civil society, and the Catholic Church, this sequence conceals a completely different objective: to pave the way for a revision of the provisions limiting the number of presidential terms.
