Start it, it energizes, and then turns it on. Next, you can try reversing the polarity on the rotor if it doesn't energize. 8 volts is not enough to open the FGH40N60SFD; at least 10 volts is needed. You can also reduce the 3 kV power resistance on the power line to 1 kV. Sometimes the rotor is demagnetized; in this case, you need to briefly short-circuit the collector-emitter of the IGBT transistor. After this, the magnets on the rotor usually gain capacitance and excitation occurs.
