While the Russian army has been struggling and losing ground on the Ukrainian front for several months, Vladimir Putin is intensifying his threats and launching massive strikes on Ukraine. One hundred and sixty-three drones rained down on the country last night, following a barrage of fire last weekend. More than 600 drones and 90 missiles were launched at Kyiv. These intense bombings have left at least four dead, more than 100 wounded, and caused numerous fires. The damage is all the more significant given that Moscow has claimed responsibility for the use of an Oreshnik, a nuclear-capable hypersonic missile. Russia justified this escalation by citing recent massive drone attacks that struck 14 Russian regions, Moscow, the Black Sea coast, and several annexed Ukrainian territories. In a rare move, Moscow called on "foreign nationals, including personnel of diplomatic missions and international organizations," to leave the Ukrainian capital "as soon as possible." Russian Foreign Minister Sergey Lavrov reiterated this call during a phone call with his American counterpart, Marco Rubio, urging the United States to evacuate its embassy in Kyiv. At the same time, Moscow has hardened its stance against the Baltic states. Russia has notably threatened to strike decision-making centers in Latvia, which it accuses of harboring Ukrainian drone operators. In Lithuania, air raid alerts were triggered after suspicious drones from Belarus approached, prompting the government to retreat to a bunker in recent days. The Russian Ministry of Defense also published the addresses of European companies accused of cooperating with Ukraine in drone production. Moscow warned that continued military aid to Kyiv could lead to "unforeseeable consequences" and a "severe escalation." Denouncing an "unacceptable escalation," the EU announced that the Russian chargé d'affaires in Brussels had been summoned on Tuesday in protest and assured that the EU delegation would remain in Kyiv. Several other European countries have also taken similar action. At the UN, some fifty states condemned Russia's "threats." The President of the European Commission, Ursula von der Leyen, visiting Lithuania on Tuesday, reiterated that any pressure exerted on the Baltic states concerns the whole of Europe. “When the Baltic states are tested, all of Europe is tested,” she declared. This increased pressure comes as several Western intelligence services estimate that, since December, Russian losses on the front lines have been very high, around 35,000 soldiers per month, a rate exceeding the Kremlin’s current recruitment capacity. Without forced mobilization, continuing the war at this level could become increasingly difficult for Moscow, which is currently implementing a range of measures to try to bolster its army. In addition to exorbitant salaries, Vladimir Putin has just signed a decree granting debt relief to new recruits fighting in Ukraine, as well as to their spouses. This measure is part of a broader set of incentives designed to increase military personnel in the context of a protracted war and growing public discontent.
