Following the launch of the government's "Venezuela Renace" (Venezuela Reborn) plan to build and rehabilitate 25,000 homes affected by the June 24 earthquakes, academia has raised its voice to demand rigor and transparency. Professor Gustavo Izaguirre Luna, former dean of the Faculty of Architecture at the Central University of Venezuela (UCV), warned that the rehabilitation of multi-family buildings cannot be left in the hands of "construction foremen under delegated administration," as was the case in the past. Due to the severe structural damage that compromises the stability of thousands of towers, Izaguirre emphasized that masonry and structural foundation repairs must be carried out strictly by highly trained companies and professionals. Likewise, the academic demanded that state subsidies of up to 80% not be limited to government-owned projects, but also extend to private sector homeowners, who represent two-thirds of the 8 million homes in the country. The official proposal to establish "earthquake-resistant cities" using prefabricated housing with UN support was also questioned on the grounds of cultural appropriation. Izaguirre, drawing on his extensive experience with 72 construction systems in the 1980s, noted that Venezuelan families traditionally reject unconventional materials if they do not align with their existing housing practices. Meanwhile, in light of the expedited reforms to the Rental Law, the Law Against Real Estate Fraud, and the new Real Estate Law approved in their first reading this Tuesday in Parliament, researchers point out the urgent need to incentivize the rental market—currently paralyzed by the lack of protection for landlords—and suggest implementing a "rent-to-own" option with a real exemption from the costly real estate registration fees, which in the country can reach an absurd 30% of the property's value.
