Fixing the video sync on an arcade multigame board (Pandora Saga Plus DX)

My Pandora Saga Plus DX does not want to sync with my Hantarex MTC 900E arcade monitor. Let's try to figure out if the issue lies with the monitor or with the Pandora box.
