In 2016, the "Regulations for the English Spelling of Place Names, etc." were established. One of these rules states that "if the reading of the proper noun-like portion is one syllable, the augmentation method should be used." By the way, the augmentation method is a method of writing a place name entirely in Roman letters, with an English word describing the topography (e.g., Mt., River...) added before or after it. The opposite of this is the substitution method, in which the topography is replaced with English (e.g., Tama River = Tama River, Mount Fuji = Mt. Fuji). If we follow this rule, the English spelling of "Yagawa" would be "Yagawa River," not "Ya River."
