About a month ago, the Elbasy Fund, whose sole founder was Kazakhstan's first president, Nursultan Nazarbayev, officially ceased to exist. Therefore, our editorial team decided to check which organizations still directly belonged to the former president of Kazakhstan as of early July 2026. In early 2022, shortly after the January events, Vlast published a joint investigation with the Organized Crime and Corruption Reporting Project (OCCRP) and the Kyrgyz publication Kloop. The article stated that the former president managed assets worth over eight billion dollars through a network of foundations that reported only to him. These assets included banks, hotels, television channels, and more. The article also stated that since the foundations are non-profit organizations, their property does not formally belong to Nazarbayev. Citing experts, the authors of the investigation asserted that, under Kazakh law, the founder of private foundations makes the final decisions regarding the fate of their assets. At that time, Nursultan Nazarbayev owned, in addition to the aforementioned "Elbasy Fund," the "Nazarbayev Fund," the "Demeu Fund" (which ceased operations in 2022), and the "Nursultan Nazarbayev Fund." Another, the "Fund of the First President of the Republic of Kazakhstan – Elbasy," according to the registry at pk.adata.kz, was liquidated back in 2020. Currently, the former president remains the founder of two active private foundations: the "Baitau Development Fund" and the "Nursultan Nazarbayev Fund." As for the "Nazarbayev Fund," its founder has been hidden on the eGov portal and, accordingly, in all registries since November 9, 2023—so Nazarbayev's participation in it can no longer be confirmed or denied.
