Sometimes I wonder if it's really necessary, but whenever I see someone's clothes, dresses, or pants almost perfectly fitted, I realize these small alterations are essential. However, how you alter them depends entirely on how others perceive your clothing; it's really hard to come up with a formula or a definitive answer. The most practical approach is to wear what you like! This time, to adjust the proportions and feel of my dress, I shortened it, added a belt to accentuate my waist, and hand-sewn the front opening smaller.
