This is 'Normal NPC,' currently the hottest bird character. Although commonly referred to as the "striped bird," its official name is Normal NPC. Due to its distinctive suspicious way of speaking and its chilling actions during the Chapter 5 festival, it has become a topic of much discussion despite being just a common NPC character. You might think it's absurd, but the chilling plot of Chapter 5's hidden route (Strange Route) makes me realize that such gruesome and cruel content is indeed quite possible. This is especially true since it is a character likely connected to Gaster from Undertale.
