Cannarsa doesn't go into political detail—"it's clearly a question I can't answer," he says—but it's precisely in the way he reconstructs Consip's working methods that Buonguerrieri finds the basis for his insistence: in his opinion, the organization "had all the requirements to continue its acquisition activity." It's on the issue of controls that Cannarsa's reconstruction takes shape, and the underlying question—why the administration, then—becomes more insistent. At Consip, he says, tax and social security audits on suppliers were carried out before payment for medical devices, not afterward: "Payment was subject to the audits," he specifies, defining them as required by law. This is a detail Buonguerrieri immediately brings up, recalling that under Arcuri's administration, the exact opposite would have emerged from the Commission's work—payments first, audits later—and citing the case of the Wenzhou Local consortium, to which, according to the MP, over €1 billion was paid. €251 million before the unsuitability of the supplied material was discovered. "Arcuri was also at that meeting." It is precisely in this conflict that the most sensitive point of the hearing arises, the one that Buonguerrieri raises almost like a crack in the official timeline: at the March 5, 2020, meeting at Palazzo Chigi, along with Consip and the Civil Protection Department, Domenico Arcuri was also present—appointed extraordinary commissioner, the MP recalls, only with the Cura Italia decree of March 17, almost two weeks later. If the commissioner structure didn't yet exist, why was its future leadership already at the table? Cannarsa doesn't shy away, but the answer remains elusive: "I know he was there," she admits, speaking of an "absolutely continuous" presence in the days that followed. As for the role in which the then CEO of Invitalia participated in that meeting, however, she says she can't answer: "I can't tell you that." The same fundamental question comes up again. Finally, on the subject of prices, Cannarsa's description offers perhaps the most direct clue supporting his thesis. Regarding masks, which, according to the Commission's documents, rose three or four times the market price, Cannarsa attributes the surge to demand "which was growing exponentially daily" in the face of plummeting supply. He also describes how Consip managed those fluctuations: once the bids were awarded, suppliers were "ordered at increasing prices," so that those offering the lowest price would get first access to the orders.
