Every year, the Regional Revenue and Finance Management Agency (BPKPD) awards villages that pay PBB the fastest and most timely. The government awards them with electronic devices and development funds as a token of appreciation for the performance of village officials. "We want to provide tangible appreciation for the hard work of village officials in the field," said Titin Estuningrum, Acting Head of the Collection and Development Division of Regional Original Revenue (PAD) at the Trenggalek BPKPD. Despite routinely distributing these incentives, the local government has not been able to eliminate the perennial problem of tax arrears. As of mid-2026, PBB receivables in Trenggalek Regency still reached billions of rupiah. "We hope this appreciation will motivate other villages to promptly pay their PBB obligations," Titin added. Four Assessment Categories The BPKPD implements a scoring system that divides villages into four categories based on the amount of the PBB allocation. The categories range from villages with budget allocations below IDR 50 million to villages with budget allocations above IDR 200 million. "We created this category division so that villages with small budget allocations still have an equal opportunity to win," explained Titin. The committee then selected the five fastest-performing villages in each category as award recipients. "We don't want to just give out certificates," she said. While last year the government awarded LCD televisions, filing cabinets, and air coolers, this year the Regional Development Planning Agency (BPKPD) provided projectors along with development funds to support public services at village offices. "We chose projectors and cash because the benefits can be directly felt in supporting village government services and activities," explained Titin. Prizes Continue to Flow, Tax Receivables Remain High Although the award program runs annually, the BPKPD still has to work hard to catch up on its land and building tax (PBB) receivables, which total billions of rupiah. "We are still pursuing the remaining regional receivables, which are quite substantial," said Titin. However, the BPKPD emphasized that high arrears do not mean that people are deliberately avoiding their tax obligations. Field investigations actually show that most of the obstacles stem from administrative issues. "The Trenggalek community is generally quite compliant, but they face various technical challenges," she emphasized. Officers often encounter landowners who have long migrated outside the region and therefore do not receive Tax Payable Notification Letters (SPPT). Furthermore, changes in land ownership are often not recorded in the regional tax system. "Many landowners have migrated, so the SPPT never reaches them," Titin explained. PTSL Certificates Do Not Automatically Change Tax Data The Regional Development Planning Agency (BPKPD) also discovered a common misunderstanding among the public. Many residents assume that land certificates resulting from the Complete Systematic Land Registration Program (PTSL) automatically change the taxpayer's name on the Land and Building Tax (PBB) Notification Letter (SPPT). "Many people think that a new certificate automatically changes their tax data," Titin said. However, new landowners must still submit a data change request to the BPKPD for the system to record the ownership change. "We can only change the taxpayer's name after the new owner submits a data update request," she explained. To address this issue, the Regional Tax and Land and Building Tax (BPKPD) is currently preparing a digital system that connects land certificate data from the National Land Agency (BPN) with the regional PBB database. "We are targeting the integration of this system to be realized soon so that ownership data updates can be faster and more accurate," Titin hoped. Now You Can Pay Taxes Via Mobile The Trenggalek Regency Government is also continuing to expand digital payment services to make it easier for the public to pay their PBB obligations. "We want to provide convenient services for taxpayers wherever they are," said Titin. Currently, people can pay PBB through mobile banking, Tokopedia, Shopee, OVO, Indomaret, Alfamart, and the nearest Village-Owned Enterprise (BUMDes) unit. "We hope this ease of digital payment will eliminate any excuse people have for delaying tax payments," she said. Despite expanding digital services, the regional government continues to rely on village officials as the spearhead of outreach and as a liaison between the community and the BPKPD in updating taxable data. "Village officials remain our primary partners in improving tax compliance while maintaining data accuracy in the field," concluded Titin.
