Bond 2025: Overview Video
The San Angelo Independent School District Board of Trustees unanimously approved calling a School Bond Election for May 3, 2025. The Facility Advisory Committee (FAC) comprised a diverse group of 60 San Angelo community members and leaders with various perspectives, met eight times over the past five months. Their charge was to evaluate the district's long-term facility needs and help produce the long-range facility plan and vision going forward. A recommendation was then made to the SAISD Board of Trustees in January. “I’d like to thank our board members and our FAC members for their time and efforts in shaping this bond package,” Superintendent Dr. Chris Moran said. “It’s been 17 years since our community made a significant investment in our schools. The 2025 bond is the initial step in a long-range master plan we have helped develop and will address the primary needs of our students as identified by our community committee members.” Texas school districts do not receive state funding for renovating or building new schools. Instead, they must receive funds through school bond elections. The 2025 Bond will ask voters to consider a $397 million package in one proposition. Proposition A addresses aging facilities at Central High School and Lake View High School as well as other campuses for renovations and additions across the district. It also includes a new construction for Glenn Middle School on its current site, and safety and security across the district. Because construction costs increase by as much as 10 percent each year, the cost of these projects increases by at least $39 million each year they are delayed, which costs San Angelo ISD taxpayers even more money to fund the projects. The average age of school buildings in the district is 48 years. The bond could allow for maintenance and repair of schools such as replacing air conditioning systems, roofing, electrical, and plumbing systems that are beyond their useful life. These repairs paid for by bond funds could help make school buildings more energy efficient and lower operating costs – allowing the district to allocate its annual maintenance and operations funds back into the classroom for other items like teacher salaries. “In the past 27 years, our district has made just one investment in facilities, all while carefully managing taxpayer dollars to fund necessary maintenance and renovations—like the recent improvements to a couple of our elementary schools—within our annual budget,” Moran said. “Calling for a bond election in May is about more than upgrading buildings. It’s a strategic decision to provide students with modern learning spaces while freeing up funds to better support our hardworking teachers and staff.” If passed, the expected financial impact of the bond would be $22.72 a month on a home valued at $200,000 in San Angelo ISD. If the bond is passed, homeowners 65 years of age and older who have filed for and received the Over 65 exemption will not see an increase over their frozen dollar amount. Check your most recent Notice of Assessed Value Change to see if your school district taxes will be impacted. “We want to make sure that our community is well-informed with the facts about this bond proposal,” Dr. Moran said. “The district has an obligation to fill by keeping our voters informed about only the facts. And that these bond funds will only be used on the projects identified in this bond package and on the ballot.
