How to Replace a Mercury Outboard Motor VST (Vapor Separator Tank) - Fix to Not Running

This week we work to replace a VST (Vapor Separator Tank) on a Mercury 40 Outboard motor on a fishing boat I recently acquired through a trade with my Dad. After conducting simple maintenance on this and it still refusing to start, I sought a higher level of experience at a local marina. They were fantastic in telling me exactly what was wrong.
