GT de Proteção Social e Povos Indígenas faz lançamento do livro sobre os Hupd’äh do Alto Rio Negro.
The SNAS/MDS, as coordinator of the MDS Working Group on Social Protection and Indigenous Peoples, invites you to the book launch: “Where is the identity? Documents and benefits among the Hupd’äh of the Upper Rio Negro”, by Rafael Moreira Serra da Silva, published by Hucitec, 2025. The author holds a PhD in Social Anthropology from the National Museum/Federal University of Rio de Janeiro, a Master's degree from the Federal University of Santa Catarina, and a Bachelor's degree from the University of Brasília, where he currently works as a substitute professor in the area of Environmental Management at the Faculty of Planaltina. His career combines academic research and work in public policy, with an emphasis on combating racism and promoting access to rights for traditional peoples and communities. Since 2015, he has been conducting ethnographic research with the Hupd’äh people in the Upper Rio Negro (AM), investigating their relationships with the State, mobility between forest and city, and access to social benefits. The author also worked at SNAS between 2024 and 2026, contributing to the development of the Ethnic-Racial Equity Policy within SUAS (Unified Social Assistance System). In the work, the author presents an ethnography of the Hupd’äh people's recent access to the social assistance network and the Bolsa Família Program, constituting a pioneering contribution by systematically addressing the relationships between recently contacted indigenous peoples, civil documentation, and public policies. The book articulates the analysis of the formulation and implementation of these policies—highlighting the relationships between FUNAI (National Indian Foundation) and the then Ministry of Social Development—and the experience of the Hupd’äh themselves in the face of bureaucratic requirements in the city of São Gabriel da Cachoeira (AM), problematizing both the idea of a State governed by impersonality and the limits of policies with multicultural pretensions. The launch will be part of the program of the MDS's Working Group on Social Protection and Indigenous Peoples meeting in April, which will be held on April 13th and will be broadcast on the SNAS YouTube channel from 3 pm to 5 pm. ******** National Secretariat of Social Assistance Ministry of Development and Social Assistance, Family and Fight against Hunger.
