Theory Test before CBT Course Road Safety 2026 (Part 2) Discussion by Instructors Simon & Laura
As part of our response to the Government’s 60% motorcycle KSI reduction target and the DVSA consultation on industry reform, this episode examines a key structural question: https://motorcycleridershub.co.uk Should riders pass their theory test before attending a CBT? Many new riders arrive at CBT with no understanding of road signs, junction priority, roundabouts or traffic light sequencing. For younger riders without a car licence, it may be their first exposure to live road systems. So is it better for learners to complete their theory test first? In this discussion, we explore: • Whether prior theory knowledge improves CBT outcomes • The difference between theoretical knowledge and practical skill • Whether pre-learning creates unnecessary barriers • The impact of literacy, home study ability and learning styles • Alternatives such as RideFree and structured online education • Whether the CBT itself should be extended to include more pre-education Prior knowledge is always advantageous. However, forcing pre-learning may discourage those who struggle with independent study. The deeper question is this: Are we sequencing training correctly, or are we adding barriers before riders even begin? If the goal is to reduce KSIs, then education must be structured, accessible and professionally delivered — not simply shifted onto the learner before training begins. This is Part 2 of 7 in our Road Safety Reform series. https://motorcycleridershub.co.uk
