He has been working in the shadows for the Patriots since the Shadow Moses incident, and it was he who threatened Campbell by taking Merrill hostage. After the incident was resolved, it was he who arrested Secretary of Defense Jim Houseman under the guise of a presidential order in order to pin all the responsibility on him. He ultimately died of heart failure caused by Ocelot's use of nanomachines to manipulate his pacemaker. Furthermore, he is the ex-husband of Nastasya Romanenko, who appeared in the previous game, and was actually the one who secretly helped her, defying orders from the Patriots to eliminate her, as she knew too much. This was mentioned in "The Truth about Shadow Moses," so Solid Snake denied the possibility that he was still a member of the Patriots, but in fact he continued to be a member.
