He thinks it is his natural right to kill because he is strong and powerful. He says, “My manners are tearing off heads,” which means he feels no guilt or emotion when he kills others. The hawk says, “There is no argument about my rights.” He means no one can question his actions. If someone asks him, “Why do you kill?”, he will not answer. He will say it is useless to ask because he kills simply because he wishes to. His decision is final. The hawk’s mind is full of pride, power, and control. He believes the world must follow his rules only. Through the hawk’s voice, the poet shows the arrogance and cruelty of power. The hawk represents those people or rulers who think they are above everyone and can do anything they want. The poem gives a strong feeling of pride, control, and violence.
