How did he impose his rule through terror, discipline, and bloodshed? In the 1990s, Maurice Boucher reigned supreme over a portion of the drug trade in Quebec. His objective was clear: total control of the market, at any cost. To achieve this, he launched an open war against a rival gang, the Rock Machines. š The toll: nearly 170 deaths in eight years. A veritable urban war, made up of targeted assassinations, executions, settling of scores, and daylight bombings. āļø When crime defies the state Boucher's reign wasn't limited to drug trafficking. He directly attacked the institutions. In an act of unprecedented violence, he orchestrated the murder of two prison guards and attempted to eliminate a third, sending a chilling message to the authorities: no one is untouchable. These crimes marked a historic turning point. Quebec is becoming aware of the extent of gang power and the threat they pose to the rule of law.
