Mix well and set aside. Beat the Eggs: In a separate large bowl, combine the eggs, granulated sugar, and SP. Mix with a hand mixer on high speed until pale, thick, and fluffy (ribbon stage). Combine: Add the prepared dry ingredients into the egg mixture. Fold gently using a spatula or mix on low speed just until combined. Add Liquids: Pour in the vegetable oil and chocolate condensed milk. Fold thoroughly from bottom to top, ensuring no oil settles at the bottom of the bowl. Steam the Cake: Pour the batter into a greased pan. Tap gently to release air bubbles. Place into a preheated steamer.
