Drones for the front, and millions for their own? In this investigation, we analyze how Chernivtsi spent more than 8 million hryvnias on the purchase of quadcopters for the Armed Forces of Ukraine. From October to November 2023, the executive committee of the Chernivtsi City Council, led by the city mayor Roman Klichuk, concluded five direct contracts with the same company - LLC "Main Manufactura". The company won the tenders one after another, although the conditions were written in such a way that there was almost no real competition. Key facts: • Specific certificates that only one company had • A competitive offer that was 144 thousand hryvnias cheaper was rejected • A forensic examination established losses for the community of 1.3 million hryvnias due to inflated prices • A company with an authorized capital of only 1,000 hryvnias, which previously sewed bathrobes and work clothes, suddenly became a supplier of drones • The company's revenues increased by almost 1,800% in a year We checked who is behind the "Main Manufactory", how quickly the owner changed and why the company began to win tenders en masse throughout Ukraine. Similar purchases were found in Kryvyi Rih (searches are already being conducted there) and Berdyansk.
