Traditionally, his most celebrated achievement has been the conquest of Bulgaria. This accomplishment appears even more remarkable when its scale and historical context are fully appreciated. The Bulgarians had long been a fiercely independent polity, confronting the Byzantines on roughly equal military and political terms for nearly three and a half centuries. At the same time, the empire itself did not yet possess fully developed administrative mechanisms for integrating large, culturally distinct territories. The fact that the Bulgarian lands remained under effective imperial control for approximately 170 years, even during some of Byzantium’s most turbulent periods, suggests that the enduring significance of Basil’s achievement lies not only in military conquest, but also in the sophisticated administrative strategies employed to incorporate these new provinces. In this study, we argue that Basil II’s approach rested on four principal pillars: fear, tolerance, faith, and imperial authority. We will examine each of these elements in turn and assess how their combined application contributed to making the conquest of Bulgaria one of the most stable and durable expansions in the history of the Eastern Roman Empire.
