This valve only opens in one direction, the flow direction, which allows the module to remain full. The opposing pressure from the weight of the fuel closes the valve, preventing the level from dropping. When this valve on this model, which is rarely used these days, gets stuck open or breaks, the module has this problem. Note: This type of system is old; I can't say it's 100% obsolete, but I haven't seen this system installed in newer vehicles. The most modern system used today in the pump assembly, or complete module, uses a more reliable valve system. I haven't seen this type of problem with this system, which uses a diaphragm.
