Lawyers and judges mobilized on Monday, June 29, 2026, for a national day of action dubbed "Justice on Strike," organized to denounce the SURE bill and, more broadly, the lack of resources in the judicial system. In Paris, gatherings were held around noon in front of the Palais de la Cité and on the steps of the Judicial Court, under the slogan "Lyhanna, SURE Law, RIPOST, Justice in Anger." This day of action, decided upon on May 22 by the Conference of Bar Presidents, initially targeted only the SURE bill, for Useful, Rapid, and Effective Sanction, which was to be examined by the National Assembly the very next day. Lawyers voted to strike from court hearings and to request adjournments for criminal cases. The movement gained new momentum with the Lyhanna case, named after the eleven-year-old schoolgirl found murdered on June 4 in Fleurance, Gers. The main suspect could have been arrested sooner were it not for the negligence noted by the prosecutor's office and the gendarmerie. At the Palais de la Cité, the president of the Paris Bar Association, Louis Degos, the president of the National Bar Council, Julie Couturier, and the president of the Conference of Bar Presidents, Christophe Bayle, demonstrated the unity of the legal profession in the face of Justice Minister Gérald Darmanin's policies. The Union of Magistrates, represented by its president, Ludovic Friat, joined the rally. On the steps of the courthouse, the Magistrates' Union, its general secretary Mathilde Thimotée, the CGT union, and the lawyers' collective Colère Noire (Black Anger) presented their demands. Turnout remained low. Lawyers acknowledged the withdrawal of plea bargaining in criminal cases, a measure abandoned by the Ministry of Justice, but denounced several provisions retained in the SURE bill, notably the reduction of the time limit for raising procedural irregularities, the extension of pretrial detention, and the expansion of the use of genetic data. One lawyer called for a civic uprising to defend the assize courts, presented as the last bastion of direct citizen expression, and demanded the bill's complete withdrawal. Representatives of the magistrates emphasized the structural failings of the justice system. They refused to be singled out as solely responsible in the Lyhanna case, denouncing the creation of scapegoats intended to mask the issue of resources. They pointed out that France has three public prosecutors per 100,000 inhabitants, compared to an average of twelve in Europe, and eleven judges, compared to twenty-two. The Union of Magistrates advocated for a justice system capable of protecting victims, particularly minors, of delivering trials within acceptable timeframes, and of guaranteeing the rights of all. The unions deemed the order to review all 70,000 cases of violence against minors by July 14th unrealistic. The feminist collective Nous Toutes, also present, demanded the complete withdrawal of the SURE bill and the RIPOST bill put forward by the Ministry of the Interior, denouncing a class-based justice system and a text which, according to its representatives, had not been subject to any consultation with victims' rights organizations. The mobilization was portrayed by some politicians as a self-serving reaction, a claim the organizations strongly deny. The examination of the SURE bill in the National Assembly and the ongoing tensions surrounding the Lyhanna case suggest further mobilizations are likely. The "Justice on Strike" day on June 29th will be remembered as a moment of protest by lawyers and judges against the SURE and RIPOST bills and against the lack of resources in a justice system that is expressing its anger.
