The arrest and remand of former Ethics and Integrity Minister Dr Miria Matembe has reignited public interest in a passage from her 2019 memoir, The Struggle for Freedom and Democracy Betrayed, in which she recounted what she described as a personal promise from President Yoweri Museveni that she would never be arrested or killed under his leadership. Matembe was on Tuesday charged with promoting sectarianism before being remanded to Luzira Prison, a development that has prompted renewed discussion of the account detailed in her book. In the memoir, Matembe wrote that she met privately with Museveni after publicly breaking ranks with his government and opposing the removal of presidential term limits. During the meeting, she said she confessed her fear that her political disagreements had turned her into the President’s enemy. Recalling the conversation, Matembe wrote that she told Museveni she feared imprisonment or even death because of his wartime history of fighting perceived enemies. According to her account, Museveni dismissed those fears and gave her what she described as a solemn personal assurance. She quoted him in Runyankore as saying: “Mbwenu Matembe, buzima notiina ngu ninza kukwita? Mbwenu hati nakurahirira tihariho obundiba nkukomire nari nkwitsire.” She translated the statement as: “Matembe, I give you my word. Under my watch, you will never be arrested or killed.” The passage has resurfaced following Matembe’s latest court appearance, with many Ugandans reflecting on the contrast between the assurance she described in her memoir and her current legal situation.
