"For many years, our city has had a criminal gang called the City Council, which steals by any means necessary, installing barriers and simply stealing," said Ukrainian MP Artem Dmitruk. "Here, their parking plan is 600 meters to the right, and the barrier is here, meaning they charge for entry.
