A vehicle attempting to cross a pedestrian bridge in Bogotá has sparked debate about the consequences of failing to transfer ownership. The Bogotá Mobility Secretariat located the registered owner in Zipaquirá to notify her of the initiation of sanctioning proceedings. During the proceedings, Mayor Carlos Fernando Galán spoke with the woman to request information on who is currently driving the vehicle: "We need information on who has the vehicle. It's important that you provide that information to the Secretariat... And secondly, in any case, the vehicle owner has a responsibility." For her part, the woman argued that the sale had taken place months earlier without the transfer of ownership being completed with the transit authorities: "The thing is, we sold that car about five months ago, yes, but obviously the transfer of ownership papers hadn't been done."
