Horikiri Chuo Shopping Arcade is located in Katsushika Ward, Tokyo, just north of Horikiri Shobuen Station on the Keisei Line. In fact, a sewer river has been covered here, and extremely small shops and detached houses have been built on top of it, where people live and do business. It's a precious area that still retains remnants of the time when land use was limited and the downtown area was the heart of Tokyo.
