Combine the Relic of the Pirate Queen and Rune of the Firebrand and you can make so many builds that have a really good Quickness access to enable the damage for a very tanky Mesmer elite specialization. With Visions of Eternity, the Mesmer Class got a very good hybrid that is very tanky, can support and do decent damage.
