Cargo Under Threat: How Frankfurt Airport Responded to Organised Insider Theft

This year’s TAPA EMEA Annual Conference explored how the risk landscape for supply chain operations continues to evolve – but what happens when the threat comes from within? In this special case study presentation entitled ‘Cargo Under Threat: How Frankfurt Airport Responded to Organised Insider Theft,’ Fraport AG’s Stephan Gonter and Thorge Rink, looked at real-world cargo theft incidents at Frankfurt Airport, where insider cases since November 2024 had led to losses exceeding €2 million, triggering a coordinated cross-industry response. Beyond the direct financial losses, the incidents highlighted the risk of reputational damage and loss of customer trust. The situation required immediate and coordinated action involving the airport authority, law enforcement agencies, airlines, ground handling agents, and logistics companies. Investigations revealed that the perpetrators were airport employees who even cooperated across companies, highlighting the critical risk posed by insider threats. Several structural vulnerabilities were identified, including gaps in supervision and surveillance, limited video coverage, and insufficient documentation at operational interfaces. This presentation outlined how Fraport, together with TAPA representatives, authorities, airlines, ground handling agents, and logistics partners, responded through coordinated investigations, joint workshops, and external consulting support.
