The housing backlog in the City of Johannesburg (COJ) and the country is a huge issue for many disgruntled citizens. Some are too poor to afford decent housing. There are also concerns that emergency shelter is an issue, while others are of the view that there's plenty of room. The Johannesburg Social Housing Company also known as Joshco is tasked with low cost managing social and affordable rental accommodation to service households with income levels of between 1 thousand 850 rand and 22 thousand rand per month.
