LIMA – CALLAO: La PEOR capital planificada de Latinoamérica

Despite being the capital of a country with one of the oldest civilizations in the Americas, Lima–Callao has become a model of urban disorganization, lack of long-term vision, and state neglect. Instead of evolving as an integrated, modern, and functional metropolis, this dual city—because Lima and Callao are formally two distinct jurisdictions—resembles a chaotic accumulation of neighborhoods with no real connection or territorial coherence. Since the second half of the 20th century, Lima has expanded uncontrollably, fueled by internal migration and improvised public policies. Poverty zones grew faster than infrastructure. There was no serious metropolitan master plan integrating mobility, basic services, mass transit, or access to decent housing. Lima is one of the few Latin American capitals without a complete metro system. Its Line 1 (inaugurated late) does not cover even a fraction of the city. Complementary corridors, the lack of fare integration, and the proliferation of informal buses and minibuses make transportation a daily nightmare for millions of Lima residents. Unlike cities like Bogotá, Medellín, Buenos Aires, or Santiago, Lima lacks well-maintained metropolitan parks, functional bike paths, or safe public spaces.
