Should you do a PhD in AI? If so, how to apply?

If you're aiming for Stanford, etc., make sure to have publications in the following: ICML, NeurIPS, ICLR, AAAI, ICCV, ECCV, CVPR, WACV, ACL, EMNLP. It's important to have a strong mathematical foundation (especially in linear algebra and optimization). You might be asked about these in interviews. But more importantly, know very well how to explain what's written in your application, word by word.
