Soldier Field is one of the NFL’s smallest venues and, more importantly, it constrains premium inventory and year-round revenue compared with newer, owner-controlled stadium districts. The Bears’ “clean break” was Arlington Heights: in late 2021 they agreed to buy the 326-acre Arlington International Racecourse site, closing in early 2023 for just under $200 million. But Arlington immediately ran into the real blockers—entitlements, Cook County tax classification/valuation fights, and a long-term tax framework that effectively requires Springfield to bless it, with interim payments around $3.6M/year through 2027. In April 2024, the Bears pivoted to a lakefront replacement concept, but the ISFA/hotel-tax financing and lakefront precedent concerns stalled it. By December 2025, they escalated again—opening the Indiana track. So where does this end: best site, or best leverage?
