Already in the international community's crosshairs for launching a "purge" against homosexuals in 2017, the autocrat, a protégé of Vladimir Putin, is also known for encouraging so-called "honor crimes" against women in his country. These crimes are committed by members of their families when they are accused of violating the rules of decency in this predominantly Muslim republic in southern Russia.
