Battery Energy Storage Systems (BESS) Ordinances: Solano County CA Case Study

Since implementing the BESS moratorium in January 2024, the Department of Resource Management has engaged extensively with stakeholders to create comprehensive regulations for BESS projects in unincorporated Solano County. This effort has been guided by the BESS Technical Working Group, which includes local first responders, industry specialists, and community members, along with consultations from national safety agencies and other jurisdictions experienced with BESS. The proposed ordinance carefully balances the advancement of renewable energy goals and the need for strong public safety measures. It is supported by an additional regulatory document developed by the Solano Office of Emergency Services, titled the Battery Energy Storage System Emergency Response Plan Guidance.
