Creating a Centralized Digital Database CDA Chairman and Chief Commissioner Muhammad Ali Randhawa has directed the Planning Wing to develop a comprehensive digital repository containing details of all housing and cooperative societies within CDA and Islamabad Capital Territory (ICT) boundaries. Enforcement Actions & Legal Steps In a recent high-level meeting, CDA officials confirmed that: Dozens of unauthorized societies have had their NOCs revoked or suspended Administrative offices of unapproved housing schemes, such as Rawal Enclave in Zone‑4, were sealed Notices are being served to societies suspected of layout violations or encroaching on amenity plots  Chairman Randhawa emphasized strict enforcement with zero tolerance for illegal construction or urban encroachments across both residential and rural sectors of the capital  4. Taking Back Misused Amenity Plots The Planning Wing has been tasked with inventorying amenity plots—reserved for parks, schools, or graveyards—that societies were required to transfer to CDA in order to secure an NOC. Reports confirmed some societies illegally sold these plots instead of transferring them.
