New Project: An 1890's Summer Ensemble -- Making the Skirt

I'm staring a new historical project! Before summer ends, I am making an 1890's summer ensemble, involving a lightweight swiss-dot cotton skirt and a matching bodice trimmed with velvet (bodice video coming next week!)
