Crisis en Colpensiones: fallas técnicas ponen en riesgo traslados pensionales a días del plazo final

With only four days left before the deadline for thousands of Colombians to transfer their pension plans, the Colpensiones platform is experiencing serious stability issues. Andrés Velasco, president of Asofondos, expressed “enormous concern” because citizens who are less than ten years away from retirement could be excluded from the process due to technical problems. According to Velasco, Colpensiones is migrating its data center, which has resulted in unavailability since July 1st. “Since the beginning of July, we have identified that this process appears to have experienced problems, and Colpensiones has been unavailable during many periods,” the executive stated, emphasizing that the system is unstable at critical times for users. The bottleneck of double consultation The transfer process requires mandatory “double consultation” to ensure that citizens are well-informed. Velasco reported that, of the 280,000 requests for dual consultation, approximately 160,000 have successfully completed the approved transfer. However, the problem lies with those attempting to initiate the process now, who are encountering a system outage that prevents them from even verifying their affiliation. The president of Asofondos described the difficulties faced by advisors from private pension fund administrators (AFPs) when trying to connect with the public administrator: “When consulting employment history, for example, the system is currently unstable. It crashes, becomes unavailable, then just keeps spinning... and this obviously generates impatience and concern.” Manual Contingency Plans in the Digital Age Given the inability to process requests digitally, Colpensiones has proposed resorting to physical methods. Velasco criticized the attempt to roll back the modernization of the system: “Colpensiones said, 'We're going to start doing things manually, that is, using paper forms and issuing authorizations.' It's a contingency plan that works, but it's not the ideal for a system like Colombia's, which has been operating electronically, by phone, or digitally for over 30 years.” The business leader reminded listeners that financial sector systems are “hyper-regulated and hyper-monitored” and should be robust enough to withstand such contingencies.
