Aurélien Le Coq, LFI-NFP deputy for the Nord department, presented his special report on the Pensions Special Purpose Account (CAS) and its impact on the budgets of higher education and research institutions to the Finance Committee on Tuesday. The special rapporteur denounces an opaque accounting mechanism: the employer contribution rate paid by the State to finance civil servants' pensions has increased from 74.28% to 82.28% in two years, a rise that is not systematically compensated to universities and research institutes. The concrete consequence: €210 million in losses for universities by 2025, €128 million not compensated to the CNRS over two years, and €25 million taken from Inserm – enough to freeze recruitment, prevent the creation of permanent positions, and push institutions towards an increasing reliance on fixed-term contracts for their staff. Mr. Le Coq explains that this 82% rate does not reflect the true cost of a civil servant: according to the Institute for Public Policy, the "real" rate is closer to 34%, while the Court of Auditors cites a figure of approximately 44%, the difference being mainly due to the demographic imbalance within the civil service (fewer than one active worker for every retiree today). He warns of the concrete effects of this fictitious over-contribution: increased use of contract workers, a freeze on the recruitment of permanent staff, mandatory overtime for teaching and research staff to the detriment of research, and an underestimation of France's actual research expenditure in international comparisons. Questioned by several colleagues, including the general rapporteur for the budget, the member of parliament advocates for a reform of the presentation of the Special Pension Account (CAS Pensions) to distinguish the actual cost from the balancing subsidy, while opposing the elimination of the scheme in favor of an independent pension fund or its integration into the general scheme.
